legislative harmonization is limited to the ‘essential requirements’, these being
obligatory and formulated in general terms without specifying how it should be
achieved;
the establishment of technical specifications necessary for the implementation of
directives is entrusted to the voluntary standards organizations;
the standards are not mandatory;
there is a presumption of conformity with the essential requirements for products
manufactured according to harmonized standards;
compliance is determined in one Member State only and results in the right of the
product to bear the CE marking of conformity and market release in all Member
States.

This European Standard has been prepared under a mandate given to CEN by the European Commission to
provide a means of conforming to Essential Requirements of the New Approach Directive ….
Once this standard is cited in the Official Journal of the European Communities under that Directive and has
been implemented as a national standard in at least one Member State, compliance with the clauses of this
standard given in table ZA confers, within the limits of the scope of this standard, a presumption of
conformity with the corresponding Essential Requirements of that Directive and associated EFTA
regulations.
