Motion from the European Assembly for Climate Justice
The European Assembly for Climate Justice, a gathering of social and environmental movements from
across Europe, recognises that the current model of production, distribution and consumption is at the root
of the climate crisis. The impacts are felt first and hardest by those who have contributed least to the
problem.
We demand a fair, ambitious and binding global agreement to confront climate change, but countries should
not wait for this agreement to take initiatives at a national level. The following principles, in solidarity with the
outcomes of the Cochabamba People’s Agreement, should define international climate policy:
1) Immediate and drastic emissions reductions are needed, following at least the most radical IPCCscenario, without nuclear power, massive import of agrofuels, coal and other fossil fuels.
2) Emissions reductions must be achieved domestically, without offsetting emissions or other
market mechanisms.
3) Ecological measures need to be inextricably linked with social justice, including workers’
demands for dignified work, just income and social and economic democracy, in North and South.
4) Respect and support for the rights and sovereignty of people and communities, especially in the
global South.
5) The climate debt of European governments and multinational corporations must be repaid in the
form of assistance in case of catastrophes, sufficient and appropriate financial and technological
transfers to developing countries, without control by the World Bank and other international financial
institutions.
The results of the climate negotiations in Cancun will be evaluated in view of these principles.
We know that the shift to a sustainable society needs the support of a large amount of the population. We
commit to mobilise alongside workers, student organisations, social and environmental movements [XXXX]
to support these demands for climate justice.

Motie van de Europese Assemblee vor Klimaatgerechtigheid:
De Europese Assemblee voor Klimaatgerechtigheid, een bijeenkomst van sociale en milieubewegingen uit
Europa, erkent dat het huidig model van productie, distributie en consumptie aan de basis ligt van de
klimaatcrisis. De impact hiervan wordt het eerst en het hardst gevoeld door hen die het minst hebben
bijgedragen aan het probleem. Wij vragen een rechtvaardig, ambitieus en bindend akkoord tegen de
klimaatverandering, maar landen dienen niet hierop te wachten om iniatieven te nemen.
In solidariteit met de bevindingen van het Cochabamba-akkoord, dienen de volgende principes het
internationale klimaatbeleid te bepalen:
1) Onmiddelijke en drastische emissiereducties op wereldschaal zijn nodig. Zij dienen de meest
scherpe IPCC-scenario’s te volgen, zonder gebruik te maken van kernenergie, massale import van
biobrandstoffen, steenkool of andere fossiele brandstoffen.
2) Emissie reducties dienen binnen de eigen grenzen verwezenlijkt te worden, zonder terug te vallen
op emissiecompensaties of andere marktmechanismen.
3) De ecologische maatregelen dienen onlosmakelijk verbonden te zijn met sociale rechtvaardigheid,
met inbegrip van de arbeiderseisen voor waardig werk, correct inkomen en sociale en economische
democratie, in Noord en Zuid.
4) Eerbied en ondersteuning voor de rechten en de soevereiniteit van de volkeren en
gemeenschappen, in het bijzonder in het Zuiden.
5) De klimaatschuld van de Europese regeringen en multinationale ondernemingen moet terugbetaald
worden in de vorm van hulp in geval van rampen en in de vorm van voldoende en aangepaste
financiele en technologische overdrachten naar de ontwikkelingslanden. Zonder inmenging van
Wereldbank of andere internationale financiële instellingen.
De resultaten van de onderhandelingen in Cancun zullen aan de hand van deze principes beoordeeld
worden.
Wij weten dat de omschakeling naar een duurzame samenleving een brede ondersteuning door de
bevolking vereist. Wij engageren ons tot het mobiliseren samen met arbeidersorganisaties en
studentenorganisaties, sociale en milieubewegingen ter ondersteuning van deze principes van
klimaatrechtvaardigheid.
