Division: Building Quality Environmental performance of buildings Ministry BZK: Piet van Luijk Harry Wever Webinar July 11th, 2014 Content presentation • Goal meeting • Definition “Sustainable Buildings” • Development “Sustainable Building” in the Netherlands • Method to calculate the environmental performance of a building + database • Building Decree: policy and practice • European developments • Challenges: chain responsibility and consumers 1. Goal meeting Information exchange Experience on Sustainable Building in the Netherlands Explenation about the (material) environmental performance regulation / determination method and national database 3. Development of “Sustainable Building” in the Netherlands Policy: Goal: decrease environmental impact and resource-efficiency Approach: From the National Packages on Sustainable Building to one (uniform) determination method for the environmental impact of constructing and maintenance of the building (including re-use and recycling) Aspects: 1. Energy 2. Materials 3. Health 2. Definition “Sustainable Buildings” Sustainable buildings People Profit/ Prosperity Planet Health Materials Energyefficiency Works Products Aspect : materials - Whole life cycle of materials and products (construction) - Environmental impact LCAbased (impact assessment) Scope: Construction Sector - Residential and office buildings - Civil/infrastructure works Essential requirement (assignment) – performance based : - on the level of buildings/works (not products/materials) - threw the whole life cycle of the building /work Environmental data (LCA-based) – product specifications Agreement on product specifications (uploaded in NMD) Demand construction sector: one calculation method for both public and private purposes Green public procurement (new office buildings) x points 100% of workplaces designed for prolonged use minimum DF > 3.0% x points x points 50% self-generation Level A2 80% better than the base value x points 25% better than level C x points x points Level B1 65% better than the base value 25% self-generation 20% better than level C Class B x points x points (see Explanatory note) x points Level B2 50% better than the base value Daylighting permanent workplace for use > 2 hours (see Explanatory note) Thermal comfort, Class A x points Purge ventilation 30% better than level C Indoor Air Quality, ventilation capacity Noise in usable floor areas, Workplaces 100% better than the base value Health in buildings Environmental performance Level A1 Materials Self-generation of renewable energy Energy performance Energy No higher level indicated 6 dm3/s per m2 of usable floor space x points Class A x points x points 10% self-generation 15% better than level C x points x points 100% of workplaces designed for prolonged use minimum DF > 2.0% x points x points Level C 35% better than the base value No level indicated 0 points € 1.30/m2 GFA Class C 8.3 dm3/s.pp + 100% Sustainable timber procurement (see Explanatory note) 0 points 3 dm3/s per m2 of usable floor space Or: 0 points 0 points 6 dm3/s per m2 of usable floor area Class B (see BF-HB NVBV) 100% of workplaces designed for prolonged use minimum DF > 1.0% 0 points 0 points No level indicated Building Decree 2012 0 points Statutory base level Building Decree 2012 No level indicated No level indicated Calculation required in Building Decree 2012 Building Decree 2012 Building Decree 2012 (6.5 dm3/s pp) No level indicated 4. Method to calculate the environmental performance of a building (+ national environmental database) A harmonised determination method Goal: to encourage conscientious decisions in different construction phases, from to design - maintenance to the re-use of the building and recycling of the materials after demolition. Prior condition: 1. freedom in design/choice in materials. 2. performance based (limit value on the level of works). One uniform determination method : relation EPD – Building National Environmental Database (Environmental Product Declarations) Performance assessment determination method mandatory Relation LCA/milieu-effects- data in Environmental Database (optie: toevoegen relatie met schaduwkosten) Relation LCA/environmental aspects – national database Organisation Environmental performance Building & Infrastructure works National Environmental Database (NMD) 2 3 5. Dutch Building Decree 2012: policy and (good) practice Obligation: sustainability report for new build dwellings & office buildings 2013: determination method : “Environmental performance Building and Infrastructure works” incl. National Environmental Database No performance levels yet, only the calculation as such is mandatory 2013: Further development determination method and database 2013/2014: monitoring building plans 2014: European development / Policy Sustainble Buildings 2015: Limit value for buildings? 6. European developments • • • • • • Resource Efficiency Roadmap (2011) Eco Innovation Action Plan Eco Design European standards (CEN TC 350 / EN 15978 and 15804) CPR/BWR7: Sustainable Use of natural resources, recycling Communication on Sustainable Building Relation to European policy Relation to European standards - LCA-approach - Stages in building life cycle: - Products and materials - Construction process - Use phase : maintenance - End of life (cradle to cradle) - In line with European standards EN 15978 and EN 15804 7. Challenges a. Chain responsibility b. Consumers c. Future Incentives d. ..
