Building in the Netherlands
Explenation about the
(material) environmental
performance regulation /
determination method and
national database
3. Development of “Sustainable Building” in the Netherlands
Policy:
Goal: decrease environmental impact and resource-efficiency
Approach:
From the National Packages on Sustainable Building to one (uniform)
determination method for the environmental impact of constructing
and maintenance of the building (including re-use and recycling)
Aspects:
1. Energy
2. Materials
3. Health

Works
Products
Aspect : materials
- Whole life cycle of materials
and products (construction)
- Environmental impact LCAbased (impact assessment)
Scope: Construction Sector
- Residential and office buildings
- Civil/infrastructure works
Essential requirement (assignment) – performance based :
- on the level of buildings/works (not products/materials)
- threw the whole life cycle of the building /work
Environmental data (LCA-based) – product specifications
Agreement on product specifications (uploaded in NMD)
Demand construction sector: one calculation method for both
public and private purposes

4. Method to calculate the environmental performance
of a building (+ national environmental database)
A harmonised determination method
Goal: to encourage conscientious decisions in different
construction phases, from to design - maintenance to the
re-use of the building and recycling of the materials after
demolition.
Prior condition:
1. freedom in design/choice in materials.
2. performance based (limit value on the level of works).
One uniform determination method : relation EPD – Building
National Environmental
Database (Environmental
Product Declarations)
Performance assessment
determination method
mandatory
Relation LCA/milieu-effects- data in Environmental Database (optie: toevoegen relatie met schaduwkosten)
Relation LCA/environmental aspects – national database

5. Dutch Building Decree 2012: policy and (good) practice
Obligation: sustainability report for new build dwellings & office buildings
2013: determination method : “Environmental performance Building
and Infrastructure works” incl. National Environmental Database
No performance levels yet, only the calculation as such is mandatory
2013: Further development determination method and database
2013/2014: monitoring building plans
2014: European development / Policy Sustainble Buildings
2015: Limit value for buildings?

- Products and materials
- Construction process
- Use phase : maintenance
- End of life (cradle to cradle)
